Yes — actually better than a heated one in some ways. Stepper motors run hotter under continuous use, so a cold ambient helps. The wire reaches its own working temp regardless of room temp.
The one caveat: foam itself behaves slightly differently when cold (more brittle). EPS at <5°C cuts a bit cleaner; XPS at <0°C gets harder and the wire has to work harder. Bring foam blocks inside the day before a big cut, let them equilibrate.
