Can I convert a 3D printer or CNC router into a foam cutter?

Sometimes, with caveats. I'd recommend against it. A 3D printer or router gives you one X/Y(/Z) gantry — that is effectively a 2-eixos hot-wire setup (single moving point), fine for straight extrusions and lettering if you can mount a tensioned heated wire and a heat supply. You will not get true 4-axis taper/twist, because that needs a second independently driven X/Y at the other end of the wire.

Watch the heat: keep the hot wire and its supply well away from plastic printer parts and electronics, isolate the wire electrically, and do not run heating current through the machine frame. For real wing work, building dedicated towers is usually easier than fighting a converted gantry.
