Yes, and that is the normal next step — the foam core gives shape, the finish gives strength. Use foam-safe products: epoxy is fine, polyurethane glues and white/PVA work, spray adhesives for veneer, and water-based or epoxy fillers for surface prep. Avoid solvent-based products and most CA accelerators/cheap spray paints that contain acetone or strong solvents — they dissolve polystyrene on contact.
For strength, builders laminate fibreglass or carbon with epoxy, or sheet the core with thin plywood/veneer. Always test a finish on an offcut first. A clean hot-wire surface takes coatings well; just keep everything 'foam-safe' and you can prime, fill, sand and paint to a hard, smooth shell.
